Notes of NDP Steering Group Online Meeting held 22 November 2021

Present: – Andrew De La Haye, Joanne Akers, Chris Barron, Janine Liddle, Ruth Dolman, Bill Bloxsome

1. Apologies: Apologies for absence were received from Peter Dunn.

2. Declarations: No declarations of interest were received

3. Minutes: The notes of the previous meetings held on 4 November 2021 were approved.

4. Public Participation Session: No members of the public were present

5. To define and plan the process for Regulation 14.
Hereford Council have not yet released the Strategic Environmental Assessment (SEA) and Habitats Regulations Assessment (HRA). Chris Barron volunteered to do a quick check over these once received before we proceed with Reg 14.
5.1. Number and location of copies of documents for consultation                                                Downloadable from NDP and the Walford Parish Council websites. Ross-on-Wye Library, The Mill Race and The Inn on the Wye have agreed to hold paper copies. 2 further paper copies will be held by Janine Liddle for loan to members of the public. Andrew De la Haye has been unsuccessful in contacting the manager of Bishopswood Village Stores & Garage, Joanne Akers and Ruth Dolman will try to get contact details.
5.2. Printing arrangements
Chris Barron and Joanne Akers confirmed that printing and collating the paper copies at Joanne’s company is the most cost effective option.
5.3. Communications and advertising
Andrew De La Haye produced a notice advising the public to make representation via the Clerk and Bob Puzey has kindly posted the message to the website on the front page, comments page, and contact form page, as well as adding a post to the NDP Facebook page. Andrew will also pass this notice to Cllr Chinn for posting onto the WPC FaceBook page.
WPC approved the addition of the National Grid and the Wye Valley AONB to be added to the list of consultees and in order to provide flexibility, WPC gave the steering group authority to add consultees as it sees fit.
In addition to these it was decided to add the Woodland Trust, Herefordshire Housing, and the Wye Valley NHS Trust.
Chris Barron is to send a list of contact details for the land owners and / or agents to Bill Bloxsome.
5.4. Routing of emails from consultation
The Clerk has confirmed he is happy with the arrangements for representations to be sent to him. These will then be passed from the Clerk to Bill Bloxsome who will consider responses and produce a document with a list of representations and suggested responses for review by the SG and then presented to WPC for approval (with amendments if any are needed).
5.5. Project plan update:
Any further amendments are unknown until the Strategic Environmental Assessment (SEA) and Habitats Regulations Assessment (HRA) are received from Hereford Council.

6. Negotiations with RTC:
WPC approved the MoU R-4 on 14 Nov and the Clerk has submitted it to RTC for their consideration.
