Notes of the Steering Group Meeting on Tuesday 12th April 2022

Notes of NDP SG meeting held online at 7:30 pm on Tuesday 12th April 2022

Present: – Andrew De La Haye, Chris Barron, Joanne Akers, Ruth Dolman
In attendance: – William Bloxsome and 1 member of the public
1. Apologies: Apologies were received from Peter Dunn.
2. Declarations: No declarations of interest or written applications for dispensations were received.
3. Minutes: The notes of the previous meeting held on 17th March 2022 were approved.
4. To review the instructions from WPC regarding Reg 14 and 15 and to plan necessary actions.
A. To carry out a quality assessment on the updated Environmental Statement and Appropriate
Assessment (ER & AA) from Herefordshire Council when received, which will then be added to the
agenda of a future full WPC meeting.
B. To carry out a quality assessment on the Consultation Statement which will then be placed on the
agenda of a future full WPC meeting.
There are some gaps in the consultation statement ranging from 2012 to 2017 which Ruth Dolman will
approach Dave Berry about to see if he has any knowledge of.

Ruth Dolman will endeavour to compile a list of topics covered during the Q & A session for Councillors
held in August 2021.

Andrew De La Haye will endeavour to locate the correspondence with Ross Town Council regarding
the housing sites submitted for consideration adjacent to RTC’s boundary in May / June 2020.

C. To carry out a quality assessment on the Basic Condition Statement, which will then be placed on the
agenda of a future full WPC meeting.
Minor corrections were passed to Bill Bloxsome during the meeting. The document can not be finalised
until the updated ER & AA is received back from Herefordshire Council.
D. Upon submission of the approved documents under Regulation 15 to Herefordshire Council, to ensure the documents are published on the NDP and WPC websites.
Andrew De La Haye will mention in his report to WPC that they may wish the SG to hold Public Sessions in the Village Halls to answer any questions or address any concerns parishioners may have. This could be publicised in the WPC Newsletter scheduled for the end of April / beginning of May. This would be subject to WPC requesting the SG to carry out this task.

Joanne Akers asked if anyone would like to put together an article about the NDP for the next Parish
Newsletter and Andrew volunteered.

5. Project plan update.
Chris reported that at this stage there are too many variables to confidently predict any change to the current timeline. If Herefordshire Council return the ER & AA in a timely manner then there would be no change, but if there is any delay then the timeline may slip by a month or so. For now the current timeline remains unchanged.
6. Public Participation Session: No members of the public spoke.
